yes! ^^

Paint Shop Pro 9! xD The lineart's traditional, but the coloring's digital. The white dots are actually from the papre, but... I made it go with the pic. ^^

I used a combination of the regular brush with a kind of cyan color and then took a wavey brush(on PSP9) and just used it in random spots, using a darker, bluer color first, than a slightly lighter one. Then I smedged it. And for the ripple affect, I used the dodge and burn tool! x3

Digital Art? There are some parts in there that looks like Traditional Art.
Th effects of the water, the shading, sparkles... everything is really good!
